轉(zhuǎn)眼間，20xx年已經(jīng)過去，現(xiàn)從以下幾個(gè)方面將一年來工程部的工作情景做一評(píng)價(jià)匯報(bào)。
一、進(jìn)度控制
按照年初公司制定的工程進(jìn)度要求，主體工程應(yīng)在X月底完成，實(shí)際截止到年底，主體工程全部完成，砌體工程完成80%，比原預(yù)定工期平均延誤1。5個(gè)月。
工期延誤的主要原因在以下三個(gè)方面：
1、我們事先對(duì)該工程的難度估計(jì)不足，合同工期過于緊張。本工程定額工期應(yīng)當(dāng)在720天，但我們把工期壓縮到了350天，這個(gè)工期僅有在夢(mèng)想化的情景下才有可能按計(jì)劃完成，但該工程由于難度較大，任何一個(gè)事先未預(yù)料到的情景出現(xiàn)都有可能造成工期的延誤并有可能產(chǎn)生連鎖反應(yīng)。
2、我們事先對(duì)施工單位的實(shí)際實(shí)力估計(jì)不足。兩家施工單位都屬于承包職責(zé)制，施工單位收取承包人的管理費(fèi)用，工程的資金投入和管理人員的配置由承包人負(fù)責(zé)，施工單位不給承包人任何資金支持和人員支持，同時(shí)也缺乏必要的管理方面的支持，存在以包代管現(xiàn)象。
制約工期的主要原因在于施工單位的資金和管理方面。資金實(shí)力的不足導(dǎo)致材料、設(shè)備經(jīng)常供應(yīng)不上，工地經(jīng)常出現(xiàn)停工待料現(xiàn)象，停工待料又經(jīng)常造成施工人員的流失，勞動(dòng)力的嚴(yán)重缺乏造成了工程進(jìn)度嚴(yán)重拖延。在管理方面，一方面管理人員職責(zé)心和素質(zhì)達(dá)不到應(yīng)有要求，另一方面由于勞務(wù)層分包層次過多，工班分組過細(xì)，無法構(gòu)成流水作業(yè)，導(dǎo)致項(xiàng)目經(jīng)理在人員調(diào)配上存在困難，同時(shí)由于勞務(wù)層層分包，管理層次過多，上層管理人員尤其是項(xiàng)目經(jīng)理的管理意圖無法在班組得到及時(shí)有效的貫徹執(zhí)行。另一方面此刻的民工也是十分地不好管理，經(jīng)常因?yàn)橐恍┬栴}和管理人員對(duì)著干。這是導(dǎo)致工期拖延的最主要原因。
3、我們自身管理上的問題：工程部尤其是部門經(jīng)理對(duì)于施工單位工期的延誤，雖然采取了一系列的進(jìn)取措施，可是力度不夠，對(duì)于一些問題的處理尤其是施工單位人員的`嚴(yán)重缺乏和材料的不及時(shí)供應(yīng)缺乏足夠有效的管理措施和應(yīng)變措施，這也是導(dǎo)致工期拖延的一方面因素。這些需要我們大家尤其是部門經(jīng)理在今后的工作中努力學(xué)習(xí)工程管理知識(shí)，掌握更多好的管理經(jīng)驗(yàn)和管理辦法，進(jìn)一步提高自我的管理水平，方能不辜負(fù)領(lǐng)導(dǎo)的重托，為房產(chǎn)的發(fā)展作出更大的貢獻(xiàn)。
針對(duì)以上問題的出現(xiàn)，我們工程部全體人員在總經(jīng)辦的大力支持和幫忙下，在資金上和其他各方面采取了一系列措施，也取得了很好的效果，在后半年的施工過程中，不僅僅遏制住了工期進(jìn)一步拖延的勢(shì)頭，并且延誤的工期也在一步步減少。
二、質(zhì)量控制
從開工以來，工程部始終堅(jiān)持質(zhì)量第一的原則，嚴(yán)把質(zhì)量關(guān)，到目前為止，施工質(zhì)量還是比較令人滿意的，雖然以往出現(xiàn)過一些質(zhì)量滑坡現(xiàn)象也都及時(shí)得到了解決，堅(jiān)持了高質(zhì)量工程的總體勢(shì)頭，為創(chuàng)杯打下了堅(jiān)實(shí)的基礎(chǔ)目前經(jīng)過市質(zhì)檢站和省站的多次檢查，雖然提出了一些問題，但對(duì)我們的總體工程質(zhì)量還是給予了肯定的。按目前情景來看，我們的工程經(jīng)過省優(yōu)質(zhì)主體結(jié)構(gòu)驗(yàn)收問題不是很大。
三、造價(jià)控制
在造價(jià)控制方面，我們主要從以下幾個(gè)方面入手。
1、盡可能減少圖紙中不必要的成本投入，比如說對(duì)于人防地下室的施工，為了節(jié)儉成本，我們與公司領(lǐng)導(dǎo)共同研究決定在建筑平面上按照設(shè)計(jì)院的圖紙施工，但結(jié)構(gòu)上按照設(shè)計(jì)院的圖紙施工，這一項(xiàng)估計(jì)為公司節(jié)儉成本近百萬元；我們還經(jīng)過技術(shù)上的改造在不增加成本的前提下增加了一些可供銷售的車位，增加了銷售收入。同時(shí)安裝專業(yè)也經(jīng)過提出一些合理化的方案為公司節(jié)儉資金近百萬元，并所以受到了公司的通報(bào)表揚(yáng)和物質(zhì)獎(jiǎng)勵(lì)。
2、對(duì)于施工過程中出現(xiàn)的一些技術(shù)變更，我們對(duì)投資造價(jià)影響不大或者降低造價(jià)的及時(shí)進(jìn)行變更，對(duì)于增加成本但又不變不行的變更組織大家進(jìn)行技術(shù)分析，選擇最經(jīng)濟(jì)的可行性變更方案。同時(shí)嚴(yán)格執(zhí)行圖紙變更審批制度，所有變更必須經(jīng)過總經(jīng)辦審批方可執(zhí)行。
3、工程簽證方面，我們重新制定了工程簽證流程審批制度，實(shí)行監(jiān)理工程師、總監(jiān)、主管工程師、工程部經(jīng)理、預(yù)算工程師、財(cái)務(wù)部經(jīng)理、總經(jīng)辦七級(jí)審批，層層把關(guān)，對(duì)于不應(yīng)當(dāng)支付的簽證堅(jiān)決退回，對(duì)于確實(shí)發(fā)生并應(yīng)當(dāng)支付的簽證進(jìn)行嚴(yán)格的費(fèi)用審核，杜絕此項(xiàng)費(fèi)用的不合理支出。
四、現(xiàn)場(chǎng)安全禮貌施工
由于本項(xiàng)目的目標(biāo)是省級(jí)禮貌工地，所以我們對(duì)于現(xiàn)場(chǎng)的安全禮貌施工也給予了足夠的重視，前期由于條件所限，現(xiàn)場(chǎng)的禮貌施工無法做得很好，后期我們針對(duì)現(xiàn)場(chǎng)禮貌施工下大力氣抓，并取得了良好效果。目前經(jīng)過盛市安檢站的多次檢查，近期有望經(jīng)過省級(jí)禮貌工地的驗(yàn)收。
五、對(duì)監(jiān)理公司的管理
總的來說，我們對(duì)監(jiān)理公司的管理是存在必須問題的，主要是缺乏強(qiáng)硬的手腕，沒有嚴(yán)格按照合同要求監(jiān)理公司相關(guān)人員到崗，導(dǎo)致監(jiān)理人員總體素質(zhì)偏低，最終我們工程部不得不花很多精力去幫忙監(jiān)理公司完成本應(yīng)由監(jiān)理完成的工作，雖然在我們的共同努力下基本圓滿地完成了工作，但相應(yīng)的加大了工程部同志們的勞動(dòng)強(qiáng)度。但從另一方面來講，我們應(yīng)當(dāng)意識(shí)到，為什么監(jiān)理單位派駐工地的人員整體素質(zhì)偏低呢究其原因我們認(rèn)為還是監(jiān)理費(fèi)用過低，監(jiān)理費(fèi)用低了派過來的監(jiān)理人員的工資就會(huì)很低XX月），工資低的監(jiān)理人員素質(zhì)必須是偏低的。
