朋友們，同事們：
我十分感謝霍副主席、董特首及各位朋友今晚出席我的到任酒會。各位的光臨，是對特派員公署的莫大支持。我和我的同事向各位表示熱烈歡迎。
女士們，先生們，
二十一年前，中國政府根據(jù)鄧小平先生提出的“一國兩制”和平統(tǒng)一祖國的偉大構(gòu)想，與英國政府開始了將近兩年時間的歷史性談判，雙方于1984年12月19日正式簽署了《中英關(guān)于香港問題的聯(lián)合聲明》。根據(jù)聯(lián)合聲明，中華人民共和國政府自1997年7月1日起，恢復對香港行使主權(quán)，自此，香港的歷史翻開了新的一頁。
中英聯(lián)合聲明簽署之后，全國人民代表大會又于1990年4月批準了《中華人民共和國香港特別行政區(qū)基本法》。《基本法》對中央和香港特別行政區(qū)的關(guān)系、香港居民的基本權(quán)利和義務(wù)、香港的政治體制以及香港的經(jīng)濟、法律制度等都做出了明確規(guī)定，充分體現(xiàn)了“一國兩制”的原則�！痘痉ā肥潜３窒愀坶L期繁榮穩(wěn)定的根本大法。
香港回歸六年多來，中央政府全面貫徹“一國兩制”、“港人治港”、高度自治的方針，嚴格按照《基本法》辦事，全力支持行政長官董建華先生領(lǐng)導的特區(qū)政府依法施政，全力支持和幫助香港特別行政區(qū)克服各種風險和困難。
回顧六年多的回歸史，香港的經(jīng)濟、社會、法律、文化、教育、宗教制度沒有改變；香港同胞發(fā)揚愛國愛港的光榮傳統(tǒng)，履行了當家作主的神圣權(quán)利和職責，在國際上享有的尊嚴和地位空前提高；香港依然擁有世界營商環(huán)境，仍然保持著國際金融、航運、貿(mào)易中心的地位。香港回歸六年的偉大歷史實踐，得到了
廣大香港同胞和全世界一切盼望祖國早日實現(xiàn)和平統(tǒng)一的炎黃子孫的一致?lián)碜o，也得到了國際社會的廣泛贊譽。
誠然，“一國兩制”是一項嶄新的事業(yè)，并無前人經(jīng)驗可循，它需要在不斷的探索和實踐中加以逐步完善。在這期間，出現(xiàn)一些困難和問題是在所難免的。這里需要強調(diào)的是：任何困難都不可能動搖中國政府和中國人民堅定不移地按照鄧小平先生提出的“一國兩制”原則實現(xiàn)香港長期繁榮穩(wěn)定和祖國完全統(tǒng)一的決心！女士們，先生們，
當前，香港同東亞一些國家和經(jīng)濟體面臨著一些十分類似的經(jīng)濟困難。造成這些困難的原因是多方面的。中央政府為了支持香港經(jīng)濟，及時出臺了CEPA，并決定陸續(xù)放開部分內(nèi)地城市居民赴港旅游限制，支持香港的旅游業(yè)。同時，中央政府鼓勵廣東省同香港、澳門建立更加密切的經(jīng)濟合作關(guān)系，發(fā)揮一盛兩區(qū)強強聯(lián)合的優(yōu)勢。正如溫家寶總理前不久在北京會見董特首時所指出的，凡是有利于香港繁榮穩(wěn)定、有利于香港和內(nèi)地共同發(fā)展的事情，中央政府都將給予全力支持。偉大的祖國永遠是香港發(fā)展和進步的堅強后盾。女士們，先生們，
回歸六年來，中國外交部駐香港特派員公署一直嚴格遵循《基本法》第十三條規(guī)定，肩負起了行使外交主權(quán)的光榮使命，同時，公署一直堅持外交為祖國經(jīng)濟建設(shè)服務(wù)，為香港繁榮穩(wěn)定服務(wù)的指導思想，在促進香港的國際交往，保證特區(qū)積極參與國際合作，保證香港回歸前后所承擔的國際權(quán)利和義務(wù)的有序銜接，保護香港各界同胞在海外的合法權(quán)益等諸多方面，積極開展工作。在這一過程中，特派員公署的工作得到了特區(qū)政府的大力支持與合作，也得到了各界朋友的理解和幫助，我對此深表謝意。
中央政府任命我繼任外交部駐香港特派員工作，我感到十分光榮而又責任重大。我是中國外交部的一名老外交官，但在香港事務(wù)方面是一名新手。我一定在前任工作的基礎(chǔ)上，帶領(lǐng)全體同事，與時俱進，開拓進取，恪盡職守，潛心工作，為維護國家主權(quán)，促進香港以更加活躍的姿態(tài)參與國際合作，保護香港同胞在海外的合法權(quán)益，促進香港的長期繁榮穩(wěn)定，奉獻一份力量。我相信，我的工作一定會得到特區(qū)政府一如既往的支持與合作，一定會得到各界朋友的關(guān)心和幫助。

Twenty-oneyearsago,theChineseGovernment, ngXiaoping'sgreatconceptof"onecountry,twosystems"andpeacefulreunification,beganthetwo-yearlonghistoricnegotiationswiththeUKGovernment,andsignedtheSino-BritishJointDeclarationon19December1984.InaccordancewiththeJointDeclaration,theGovernmentofthePeople'sRepublicofChinaresumedtheexerciseofsovereigntyoverHongKongon1July1997,thusopeninganewchapterintheannalsofHongKong.
FollowingthesigningoftheJointDeclaration,China'sNationalPeople'sCongreapprovedTheBasicLawoftheHongKongSpecialAdministrativeRegioninApril1990.ItprovidedclearanddetailedprovisionsontherelationshipbetweentheCentralGovernmentandtheHongKongSAR,thefundamentalrightsandobligationsofHongKongresidents,andHongKong'spoliticalstructure,economicinstitutionsandlegal
system,givingexpressiontotheprinciplesof"onecountry,twosystems".TheBasicLawisthe
fundamentallegaldocumentthatensuresHongKong'slong-termprosperityandstability.
InthesixyearssinceHongKong'sreturntothemotherland,theCentralGovernmenthasfaithfullycarriedouttheprinciplesof"onecountry,twosystems","HongKongpeopleadministeringHongKong"andahighdegreeofautonomyinanall-roundway,actedinstrictcompliancewiththeBasicLawandgivenall-outsupporttotheSARGovernmentheadedbyChiefExecutiveTungChee-hwainitsadministrationandeffortstoovercomevariousrisksanddifficulties.
Withsixyearsandmoregoneby,HongKong'ssystemsofeconomy,society,law,culture,educationandreligionhaveremainedunchanged.TheHongKongcompatriots,nowadministeringHongKong

Atpresent,HongKongfacessomesimilardifficultiesasotherEastAsiancountriesandregions.Causesfor
thesedifficultiesarecomplexandmulti-facetted.TohelptheHongKongeconomy,theCentralGovernmentlaunchedCEPAanddecidedtoallowmoretouristsfrommainlandcitiestotraveltoHongKonginsupportofitstouristindustry.Meanwhile,theCentralGovernmentencouragesGuangdongprovincetogoforclosereconomiclinkswithHongKongandMacaosoastocombinetheirstrengthsforgreatercompetitive
advantages.JustasPremierWenJiabaopointedoutduringhisrecentmeetingwithChiefExecutiveTunginBeijing,theCentralGovernmentwillgoallouttosupportwhateverisintheinterestofHongKong'sprosperityandstabilityandthecommondevelopmentofHongKongandthemainland.HongKongcanalwaysfallbackonthegreatmotherlandforitsdevelopmentandprogress.

Inthepastsixyears,theOfficeoftheCommissioneroftheMinistryofForeignAffairsinHongKongSARhas,instrictcompliancewithArticle13oftheBasicLaw,shoulderedtheloftymissionofexercisingsovereigntyinforeignaffairs.Meanwhile,theOfficehasactedinaccordancewiththeconceptthatdiplomacyshouldserveChina'seconomicdevelopmentandHongKong'sprosperityandstabilityandworkedenergeticallytopromoteHongKong'sinternationalexchanges,ensureitsparticipationin
internationalcooperation,maintainorderlyconnectionofHongKong'sinternationalrightsandobligationsbeforeandafterthechangeoverandprotectHongKongresidents'legitimaterightsandinterestsinothercountries.Duringthecourseofitswork,theOfficehasreceivedgreatsupportandcooperationfromtheSARGovernment,aswellastheunderstandingandassistancefromfriendsofallcirclesinHongKong.Iwishtoexpremysinceregratitudeforthis.
