　　二、辯論過程

　　1、辯方陳詞立論階段：

　　(1)正、反方一辯發(fā)言先由正反雙方主辯發(fā)出陳述本方主要觀點貼。必須在指定的時間內(nèi)完成。

　　(2)正、反方二辯發(fā)言正方二辯、反方二辯以簡潔文字重點從理論上論證己方觀點;

　　(3)正、反方三辯發(fā)言由正方三辯、反方三辯分別以簡潔文字進行實證分析，為本方觀點提供論據(jù)支持。

　　2、自由辯論階段由正方首先發(fā)言，然后反方發(fā)言，正反方依次輪流發(fā)言。(在相對集中的時間內(nèi)進行)

　　3、總結(jié)階段由雙方四辯進行最后陳述，總結(jié)已方觀點，反駁對方主觀點：

　　(1)反方四辯總結(jié)陳詞

　　(2)正方四辯總結(jié)陳詞

　　4、觀眾提問：觀眾對雙方隊員進行提問，隊員必須給予耐心解答。提問階段雙方的表現(xiàn)不記入比賽成績。

　　5、評委評分階段

　　6、由評委對雙方觀點及辯論過程進行點評。

　　7、結(jié)果宣布

　　三、辯論規(guī)則

　　1、每位隊員必須在規(guī)定的時間內(nèi)完成，超過時間按照棄權(quán)處理，并從所在團隊總分中減掉5分。

　　2、自由辯論規(guī)則自由辯論發(fā)言必須在兩隊之間交替進行，首先由正方一名隊員發(fā)言，然后由反方一名隊員發(fā)言，雙方輪流，直到時間用完為止。(每一場的自由辯論在集中的兩個小時內(nèi)完成，每場的具體時間另定，每貼的文字在60--800字之間，每次只能提一個問題。)

　　四、評判標準

　　(一) 將聘請五位評委對本次比賽進行全程評議。

　　(二) 評分標準

　　1、論點明晰，論據(jù)充足，引證恰當(dāng)，分析透徹。

　　2、迅速抓住對方觀點及失誤，駁論精到，切中要害。

　　3、反映敏捷，應(yīng)對能力強。

　　4、表達清晰、層次清楚，邏輯嚴密。

　　(三)評分辦法(團體和個人分別記分，滿分均為100分)

　　(1)審題：對所持立場能否從邏輯、理論、事實等多層次、多角度理解，論據(jù)是否充足，推理關(guān)系是否明晰，對本方的難點是否具有有效的處理方法。

　　(2)論證：論證是否有說服力，論據(jù)是否充分，推理過程是否合乎邏輯，事實引用是否得當(dāng)、真實。

　　(3)辯駁：提問能否抓住對方要害，問題簡單明了。在規(guī)定時間內(nèi)沒有提出問題或提問不清，應(yīng)適當(dāng)扣分。是否正面回答對方的問題，能否給人以有理有據(jù)的感覺。不回答或不正面回答應(yīng)相應(yīng)扣分。

　　(4)配合：是否有團隊精神，是否相互支持，論辯銜接是否緊密。問答是否形成一個有機整體，給對方一個有力打擊。

　　(5)辯風(fēng)：所用語言和辯論風(fēng)格講究文明禮貌。不得對對方辯友和網(wǎng)友進行人身攻擊。

　　(四)扣分：凡審題、論證、辯駁、配合、辯風(fēng)項目中，不符合評判要求和違反規(guī)則的，均酌情扣分。由于參賽隊自身原因造成的突發(fā)事件影響比賽的，由評判團決定，在其累計總分中扣5-10%。

　　(五)評分項目每場比賽的團體分和個人分的評比表格如下：

　　(七)每場比賽的優(yōu)秀辯手分別由勝負雙方得分最高者獲得;本次比賽的“最佳辯手”由個人累積分計算分數(shù)最高者獲得，公式為：總積分/參加的場次。

　　(八)勝負判斷

　　1、每場比賽的勝負，依據(jù)幾位評委所打團體分，去掉一個最高分和一個最低分，計算剩余分數(shù)的平均分判定。

　　2、辯手個人得分計算方法同團體分計算方法，只作為個人獎項的評審依據(jù)，與判斷每場勝負無關(guān)。

　　五、獎項與獎勵

　　1、每一場比賽均評選出優(yōu)秀辯手每隊各一名，整個比賽后將決出一位最佳辯手。
